Otherwise setup is now even more like a minigame where factions fight for control of blocks and superblocks. What kind of competition projects appear on the map is tied to timeline-level change. I also suggest a way to directly involve player characters in this faction struggle which should take some of the burden of coming up with their own goals off the players.
